Equipment/Weapons: Her weapons are a pair of Japanese Tessens, or metal fans with elaborate, etched carvings. When they are folded, they look like harmless fans, but their metal bodies hold a more sinister skill than cooling someone off. When opened, they are powerful weapons, capable of being used as throwing weapons (much like a boomerang), fending off knives, darts, and aid in swimming.

Personality: Pua Pua has a very warm and friendly personality and is always very polite. She is known for being curious of anything new or weird, and is known for appreciating people with traits that anyone else would bully said people for. As a result of her curiosity, she could sometimes act disobedient. She has a high interest in the unique and exotic, which is why she is always excited by stories and always sought them out in her travels, coming to believe that the pen was mightier than the sword. Because of this nature, she was occasionally gripped with wanderlust and would go out on her own (sneak out) into the world despite the risks involved. She would later be scolded by America or Japan for going off on her own without permission or their knowledge. 

As a chibi, others often commented on her odd behaviors and tendencies, such as when she would touch other people's hair without permission. She would also crawl into America's bed covers to seek comfort after having a nightmare, in which America nearly (but didn't) hit her with a bat because he thought she was a ghost trying to eat his feet. 

Pua Pua has been shown to be completely oblivious of her grown up body, not noticing how England became embarrassed of her voluptuous figure at the first Allies meeting (since she and America joined) in WWII. She considers her hair to be her most important asset, brushing it regularly and using special hair care products (this contributes to the fact that the citizens of Pua Pua regard hairstyling as a sacred bonding ritual among females, and how hair is the most attractive feature of any person). She is extremely protective of it. 

In addition, she is extremely innocent when it comes to things that cause sexual arousal in others. America had protected her child-mind for most of her life, that is why her modern wardrobe is a bit.....you know. She wouldn't know if anything is indicated to be sexual, until someone bluntly points it out. 

When she is finally made aware of sexual intentions and arousal, she will replace the term 'sex' with 'snu-snu' and feel extreme shame. 

She loves anything weird and exotic, which contributes to the fact that the Pua Pua citizens are Xenocentric. This means that they have high interests in foreign things, people, and cultures.

Because of her love of mermaids, as a young girl, she had a fascination with the "tragic love" story of Hans Christian Anderson's The Little Mermaid, and wanted to experience it in real life. After realizing that this isn't what she truly wants, she now wants a "happily ever after" much like in the more modern adaptations of the same story.

Outfit(s)
- In the late 1890's to early 1930's, Pua Pua (age 8) wore a Ruffle Long Purple Muumuu. This was forced by America, as Hawaiians actually barely wore any clothing before the english came along (look it up). But she didn't wear shoes and her black hair was in short pigtails. She was short, so she only came up to America's mid-thigh.

- While under Japan's rule in 1935-1941, (age 16) she wore a cyan floral print Yukata/Kimono, it was the style for the Meiji Era. Her hair was in an odango hairstyle. > Here

- During WWII, (age 18) she wore a woman's naval officer uniform with black heels. Her hair was also up in a braided bun. (That's not an official uniform, America gave it to her to let her feel like she's helping while he does all of the fighting for her. He doesn't want her to get hurt because she has no experience in war.)

- From 1945-Present day, (age 21) Pua Pua wears a deep purple, off-the-shoulder, cropped Bardot top with a sequined, black Chiffon Tulle tennis mini skirt with black leggings underneath. Lastly, she has Lynette Black Lace Sambag shoes (see preview image Up Arrow Pixel).

- During fancy occasions, she wears a beautiful Purple bodice and verde skirt mermaid dress, with shiny black heels. Her hair is then let down and curled loosely. > Here

- Her signature bathing suit was a gift from France, though America repeatedly tries to keep her covered with a more "appropriate bathing suit".

- And this is her hula outfit. The top is supposed to be purple instead of red. > Here

- Her Halloween costume is a Mermaid. Except the bodice would be purple instead of pink. > Here

- And lastly, her nightgown, that doesn't leave much to the imagination (her big brothers really need to talk to her about her wardrobe).

History:
In 1894, just after Hawaii became an independent republic, Pua Pua was founded when Hawaiian and some Japanese fishermen and American sailors started to wash up on the island after being shipwrecked or lost at sea. According to island mythology, and the testimony of fishermen and sailors, a mermaid saved them by guiding them to the island's shores.

America met her when he also washed up on her beach, and she thought he was a beached whale. After establishing herself as a fishing community, it was concluded that she was not a Hawaiian Island, nor an American State, but she was included as a U.S. territory. 

In August of 1904, the territory elected its first monarch: Mō'ī (King) Kaimana Mizushima, and the territory was branched out and built more on the large island. In 1910, Pua Pua opened up trade with Japan and Australia. 

However, in 1935, when America's Great Depression was at its peak, Pua Pua was sold to Japan to help the nation out of its funk for $7.5 million dollars (or ¥802 million yen). Pua grew up very quickly, developing into a gorgeous hourglass figure, and a polite young lady. This was because her economy exploded with Japan's help. (That sounds a lot more sexual than it actually is)

In 1937, as Japan was becoming an Empire, Pua was forced to become apart of its monarchy. Riots became a regular occurrence around the island as the original Puan natives began to rebel against the Imperialistic Japanese and the monarchy. The Japanese military was often sent to extinguish the rioters, and many of the uproars ended in bloodshed, causing Pua great pains and would often become bedridden. 

After the attack on Pearl Harbor in December, 1941 occurred, Pua ran back to the United States, and became apart of the Allies during WWII. They helped deal soldiers and weapons and aided in attacks against the Japanese, but she didn't really do any real fighting (don't tell her that). 

Sadly, Japan was able to easily overwhelm Pua, and she was recaptured as Japanese territory in 1943. The brutalities of the Japanese caused many of the natives to shun the Japanese immigrants and cause discrimination against them. Many businesses were forced to close because they refused service to Japanese military personnel. 

In June 1945, China helped free Pua Pua from Japan's iron fist of tyranny. In mid-August, Pua Pua aided America in helping to drop the bombs on Hiroshima and Nagasaki. They provided fuel for the ships that carried the aircrafts holding the bombs. 

After the Axis Powers fell, Japan, America, and China argued who would have control over her. Pua Pua decided that she was done with all the bullcrap and became independent on November 17, 1945.

Although Pua Pua was still healing socially and economically from the wounds of WWII, she continued trading with Japan and America helped rebuild her country's villages and cities. 

Now a-days, Pua Pua is a large country and had recently elected their new monarch, Queen Reicheru Fujioka. Its main industry is tourism, and the exports include mainly freshwater and saltwater pearls, exotic fruits, and "authentic" mermaid merchandise.

Character Relationships-

America: Being Pua Pua's first brother, she truly loves him (sibling-wise). She stayed at his place for 41 years and developed a strict loyalty to him. Sometimes he would forget her at places and would be driving home before he remembered that he has a little person to take care of and sped back to get her, but he was trying. She felt heavily betrayed when America's boss sold her to Japan just to get them out of debt, but still loved him dearly. She went back to America after Japan attacked Pearl Harbor and fought with the former fiercely in the war (as far as she knew). And after demanding her independence, America was forced let her go after being dragged off the island by Japan and China, but she still has sleepovers with him from time to time. He also does manage her government when she's not looking to make sure she's doing okay.

Japan: While Pua Pua was sold to him under political and monetary conditions, she still found a connection with him. She grew up in his home, and became willing to trust him with her well-being, and happily learned to use her Tessen under his tutelage. However, as Japan turned imperialistic, his boss became stricter towards her. Pua Pua started questioning her submissive position to him. After the Pearl Harbor attack, she willingly ran back to America and fought against Japan, but she still felt some remorse towards the oriental country. Having been captured by him and forced to be a territory by his boss, she became a prisoner in his home, despite him having his own regret about the war and her capture. After declaring her independence, she forgave Japan for the brutalities he committed on her country, and still allowed him to open up trade with her. 

England: Upon their first meeting, she was scared of his abnormally large eyebrows, but she eventually conquered her fear. While on the outside, she acts like a friend around him, she is secretly wishing for him to make a move, but he is completely oblivious to her feelings and is his usual gentlemanly self. She is easily flustered when in an intimate moment with England, sometimes even losing complete track of her surroundings.

China: Having helped rescue her from Japan's power during WWII, she feels that she is in debt to him and his kindness. Though, she does not appreciate how he is trying to convince her to become a Chinese territory, often scolding him and hitting him over the head with a rolled up newspaper because of it, while he yells at her to respect her elders. 

France: Pua Pua is often unaware of France's intentions of perversion when around him. It is only when he indicates that they should be alone, or says anything inappropriate, then she gets embarrassed and slaps him upside the head. But then apologizes afterwards. 

Italy: Pua Pua has always enjoyed Italy's cooking, and has found him to be very adorable. She has always treated him like a little brother, and often comes to his defense whenever someone yells at him. Though she doesn't like it when he takes nude siestas, especially on her beaches, where he terrifies her tourists. 

Canada: Pua Pua is one of the few countries, besides France and Prussia, who can tell Canada and America apart, mostly because she has spent so much time with America that she can spot the differences right off the bat (no pun intended). He often comes to her beaches to escape from his snowy landscape and relax in the sun. As a chibi, she would often play with Kumajiro and ride on top of him. 

Spain: Pua Pua loves Spain's food, and so do her cats (they regularly steal his tacos). He also introduced the tomato to her island, for which she is very grateful for.

Prussia: Pua Pua and Prussia have a like-dislike relationship. Most of the time, he'll get on her nerves with his constant bragging and over-use of the word 'awesome'. But every now and then, they'll agree on something. 

Russia: Pua Pua is terrified of Russia. She is scared to look him in the eye. He once gave her a doll, but she claimed that it came to life and tried to kidnap her so that she and Russia could become "one". She avoids him at nearly all costs. She also gets a toothache every time she senses him nearby. This fear was mostly installed in the Cold War era, where America's paranoia affected her citizens as much as his own. 

Finland: Pua Pua and Finland are friendly to each other most of the year, but the moment that Christmas is around the corner, they become the ultimate rivals. They are always trying to prove who is the superior celebrater of Christmas.

Trivia:

Dot Bullet (Rainbow) - F2U! Pua Pua is actually Hawaiian for "flower blossom". She was named this for the plethora of flowering type plants on her island, such as hibiscus, clivia, orchids, and passion flowers.

Dot Bullet (Rainbow) - F2U! Pua Pua's love of mermaids comes from the island mythology of a mermaid rescuing the sailors and fishermen that washed up on her shores. So the mermaid has been an important icon in the island's culture and customs. 
    - That being said, Pua Pua's costume for the Halloween episode is a Mermaid. Except the bodice would be blue instead of pink.
    - The cool part is because there is no established appearance of the Mermaid, every interpretation is unique to the maker of the costumes, trinkets,     plush dolls, or little statues for local shrines. One person would believe she has blue hair, pink skin, orange twin-tails instead of a single tail and purple     fins and another would imagine her to have a rainbow appearance (purple hair, blue eyes, green skin, and a tail that cascades from yellow to red) and     they'd both be accepted as legitimate interpretations. 

Dot Bullet (Rainbow) - F2U! Her first name, Akamai, is Hawaiian for "smart" or "clever". Her middle name, Alice, means "noble". Her last name, Kalawaiʻa, translates to "the fisherman".

Dot Bullet (Rainbow) - F2U! Pua Pua is always eating some kind of different fruit, she can even pull it out of nowhere (America doesn't know how she does that). 
    - Though her favorite is, and always will be, the carambola. 

Dot Bullet (Rainbow) - F2U! Pua Pua was actually inspired by Bluebarnowl's "Create-Your-Own-Country" Project she made in the tenth grade.

    - At the same time, Pua Pua has a Big Brother Worship towards America (and sometimes Japan).

Dot Bullet (Rainbow) - F2U! Much like how Ukraine's breast size represents her "large tracks of land", Pua Pua's curviness is a direct result of her fertile volcanic soil. The island is a dormant volcano. Volcanic soil is also know as andisols, which often contains minerals that are beneficial to plants, and if it is very fine ash it will break down quickly and get mixed into the soil. And since the beginning of time, women with large hips were always seen as healthy and fertile.
    - The fact that you can grow just about EVERY/ANY kind of plant in Puan soil, it tends to make sense that Pua would have the traditionally fertile body             shape.

Dot Bullet (Rainbow) - F2U! Puans tend to speak in a sort of English/Japanese/Hawaiian dialect. They'll speak one sentence in English, the next in Hawaiian, and the next in Japanese, or even just randomly speak various phrases and words while talking. Not even the natives know why they do this, to them it just feels natural. Although, sometimes they'll do it to confuse tourists for a laugh or to talk bad about someone in secret.

Dot Bullet (Rainbow) - F2U! Puan children are taught to swim around the age of 5, and are given floating lessons throughout their infancy. When you live on an island and there are deep rivers and tidal pools everywhere, you better know how to swim or you will drown. So Pua Pua basically knew how to swim from birth.

Dot Bullet (Rainbow) - F2U! Pua's third song: Ikanaide (Don't Go Away Yet) could correspond to how she felt when she was sold to Japan and forced to be apart from America (especially when America pleaded with his boss to cancel the transaction). 

Dot Bullet (Rainbow) - F2U! As she is mostly influenced by Hawaiian, Japanese and American culture, Pua Pua was once paler than she is now when she lived with America. However, after she gained her independence, she spent more time in the sun. So if you're wondering why she has blue eyes, she gets that from America.

As you've read, Pua Pua is the innocent little sister of America and Japan. She is the character that would be the target of fan-service, but you can't really blame her because she's been protected her whole life and she's too naive for her own good.

This OC was 3 months in the making, and the country that she represents does NOT, I repeat, NOT exist in our world or the Hetalian universe! I spent so long on her, just so that she wouldn't be like one of those cringy Mary Sue OCs that look like a 7-year-old thought of while they were on a sugar high.
