Sheila is the Dragon of Yin, like from :

). First an explanation of Yin and Yang.
In Chinese philosophy, yin & yang, which are often shortened to "yin-yang" or "yin yang", describes how apparently opposite or contrary forces are actually complementary, interconnected, and interdependent in the natural world, and how they give rise to each other as they interrelate to one another. Many tangible dualities (such as light and dark, fire and water, and male and female) are thought of as physical manifestations of the duality of yin and yang. This duality lies at the origins of many branches of classical Chinese science and philosophy, as well as being a primary guideline of traditional Chinese medicine, and a central principle of different forms of Chinese Martial Arts and exercise, such as baguazhang, taijiquan (t'ai chi), and qigong (Chi Kung), as well as in the pages of the I Ching.
Yin and yang can be thought of as complementary (rather than opposing) forces that interact to form a dynamic system in which the whole is greater than the assembled parts. Everything has both yin and yang aspects, (for instance shadow cannot exist without light). Either of the two major aspects may manifest more strongly in a particular object, depending on the criterion of the observation.
Yin and yang are semantically complex words. A reliable Chinese-English dictionary gives the following translation equivalents.
Yang 陽 or 阳 [philosophy] positive/active/male principle in nature; the sun; in relief; open; overt; belonging to this world; masculine; south side of a hill; north bank of a river.
The Oxford English Dictionary defines:
Yin. [Chinese yīn shade, feminine; the moon.] - In Chinese philosophy, the feminine or negative principle (characterized by dark, wetness, cold, passivity, disintegration, etc.) of the two opposing cosmic forces into which creative energy divides and whose fusion in physical matter brings the phenomenal world into being.
Yang. [Chinese yáng light, masculine; the sun.] - In Chinese philosophy, the masculine or positive principle (characterized by light, warmth, dryness, activity, etc.) of the two opposing cosmic forces into which creative energy divides and whose fusion in physical matter brings the phenomenal world into being.
Okay, enough of that. Now to Sheila's powers.
Yin is the negative force of energy that created the world, therefore, Sheila has the ability to control negative energy.
BUT FIRST! Some education in negative energy!
Negative energy is a concept used in physics to explain the nature of certain fields, including the gravitational fields and a number of quantum field effects.
In more speculative theories, negative energy is involved in wormholes which allow time travel and warp drives for faster-than-light space travel.
Quantum field effects
Negative energies and negative energy density are consistent with quantum field theory.
Casimir effect
In the Casimir effect, two flat plates placed very close together restrict the wavelengths of quanta which can exist between them. This can result in a negative energy density.
Squeezed light
It is possible to arrange multiple beams of laser light such that destructive quantum interference suppresses the vacuum fluctuations. Such a squeezed vacuum state involves negative energy. The repetitive waveform of light leads to alternating regions of positive and negative energy.
Hawking radiation
Virtual particles with negative energy can exist for a short period. This phenomenon is a part of the mechanism involved in Hawking Radiation by which black holes evaporate.

Fractal physics
Fractal physics theory is based on the idea of scale-invariance, that a phenomenon may be fundamentally the same whether viewed on a cosmic scale or at a subatomic scale. Specifically, it extends the two Special Relativity postulates to scale. The first postulate assumes that absolute uniform scale cannot be detected, the second that the speed c of electromagnetic radiation photons in vacuum is independent of scale.
Fractal physics theory requires the presence of both negative and positive energies.
Wormholes
Negative energy appears in the speculative theory of wormholes. A wormhole directly connects two locations which may be separated arbitrarily far apart in both space and time, and in principle allows near-instantaneous travel between them.
Warp drive
A theoretical principle for a faster-than-light (FTL) warp drive for spaceships has been suggested, involving negative energy. It comprises a solution to Einstein's equations of general relativity, in which a bubble of spacetime is moved rapidly by expanding space behind it and shrinking space in front of it.
Gravitational Energy
The strength of the gravitational attraction between two objects represents the amount of gravitational energy in the field which attracts them towards each other. When they are indefinitely far apart, the gravitational attraction and hence energy approaches zero. As two massive objects fall towards each other under gravity, the motion accelerates causing an increase in the positive kinetic energy of the system. At the same time the gravitational attraction - and hence energy - also increase in amplitude. But the law of energy conservation requires that the net energy of the system does not change. This can only be resolved if the change in gravitational energy is negative, thus canceling out the positive change in kinetic energy. Since the gravitational energy is getting stronger, this decrease can only mean that it is negative. A universe in which positive energy dominates will eventually collapse in a "big crunch", while a universe in which negative energy dominates will either expand indefinitely or eventually disintegrate in a "big rip". In the zero-energy universe model, the total amount of energy in the universe is exactly zero: its amount of positive energy in the form of matter is exactly canceled out by its negative energy in the form of gravity.
*Phew* That was a mouthful!
Basically, Sheila has the potential power to move faster than the speed of light by concentrating her focus and energy on creating a bubble of spacetime around her (or others) and rapidly moving by expanding the space behind her and shrinking the space in front of her. Then she moves around as she wishes. To her may feel like it lasts about 5-10 minutes, but to others it lasts only 5-10 seconds!
But it takes A LOT of strength, energy, and concentration. If any of these were to fail, it could put her in shock, a coma, or worse. She can solve this by being struck with lightning, since a single lightning bolt is negatively charged and the ground that she stands on is positively charged, so the results won't go to "worse".
She can strengthen the gravitational attraction between two objects by concentrating on the amount of gravitational energy in the field which attracts them towards each other. But when are so close, they will freeze frame and remain there upon her concentration and brain wave level. If she wanted to stall an opponent, she could force two objects on either side of him/her, to the point where it almost crushes them, but stops at the last moment. Her brain level is very high, so this one is easier for her to control, but the consequences are still the same.
And lastly she can manipulate light, to make it into a deadly laser, make it dance around, or she can suck all the available light around her (ex. in a cave with a torch lighting the way) and make it implode, thus blanketing everything into total darkness. This one does not require any strength, just pure concentration and mental brain waves. The worst that can happen is that she can create a black hole 
(by accident)!
